Governance of the Descendants Forum
The Descendants Forum was founded with a single purpose in mind:
Facilitating collaboration and collective action among Descendant-led organizations.
Achieving this goal, however, requires a necessary foundation:
The collective and democratic governance of the Forum itself.
For this reason, the DF did not begin with a permanent governance structure already in place. Instead, the Forum’s governance has been designed to evolve alongside the Forum itself: beginning with temporary structures capable of getting a new organization off the ground, while progressively building the institutions and processes through which responsibility for the Forum can pass to its membership.

The Beginning
Like any new institution, the Descendants Forum had to begin before it had a membership capable of governing it. Its earliest structures were therefore created to do something very specific: build the Forum while simultaneously creating the conditions through which its governance could eventually pass to the broader community it was bringing together.
Two temporary structures have played distinct roles in this founding period: the Founding Stewards and the Founding Steering Committee.
Founding Stewards
The Descendants Forum was initiated through a partnership between Kinfolkology and the Clotilda Descendants Association (CDA). As the Forum’s Founding Stewards, the two organizations helped conceive, convene, and establish the DF and have continued to provide institutional support during its founding period.
Their role, however, was never intended to confer permanent authority over the institution they helped create.
The Founding Stewards’ special role is temporary and extends through the Forum’s broader founding period. It will sunset when DF Member Organizations ratify a permanent governance structure, at which point the Forum will have completed its transition from a project initiated by its Founding Stewards to an institution governed through structures authorized by its membership.
Founding Steering Committee
The DF Founding Steering Committee was created as a temporary governing and coordinating body to guide the Forum through its earliest organizational development.
Its duration is intentionally shorter than that of the Founding Stewards.
The Steering Committee was established to provide the practical leadership necessary to get the Forum underway while the DF developed its first member-authorized governance structure. During this period, it has helped guide the Forum’s initial organization, decision-making, membership development, committees, programs, and other foundational work.
June 3, 2026: Creation of DF Inaugural Committees
The Descendants Forum’s Inaugural Committees were created to carry out the day-to-day work of building the Forum, supporting its members, and advancing its mission. Through this work, committee members—volunteers from DF member organizations and individual Descendants—help shape the Forum’s future while creating opportunities for collaboration, collective action, and community-building among Descendants.
One of the DF Inaugural Committees, the Governance Committee, was created to help guide the evolution of the Forum from its temporary founding arrangements toward collective and democratic governance.
Specifically, the Governance Committee is charged with researching and evaluating potential governance models and, as an immediate priority, developing a pilot or interim governance structure to succeed the Founding Steering Committee. Its longer-term work includes helping the Forum learn from and refine that interim model as it moves toward the development and eventual adoption of a permanent governance structure.
In this way, the Governance Committee serves an important but distinct role in DF governance: its responsibility is not to govern the Forum itself, but to help the Forum develop the structures through which it can govern itself.
August & September 2026: Developing an Interim Governance Structure for the Descendants Forum
On August 16, 2026, the Governance Committee voted to approve a proposal establishing a nine-member DF Executive Committee to serve as the Forum’s interim governing body. As proposed, the Executive Committee would consist of nine members: the chairs of the seven DF Inaugural Committees, plus two at-large members.
Then, at the September 18, 2026 Forum-Wide Meeting, participants considered the Governance Committee’s proposal and voted to advance it to DF Member Organizations for ratification.
Each Member Organization was then asked to review the proposal, determine its position according to its own internal decision-making procedures, and cast one organizational vote.
This process reflects a central principle of DF governance: the authority to create a governing structure does not belong solely to the people who design it. That authority ultimately comes from the Forum’s membership.
October 1, 2026: Termination of DF Founding Steering Committee & Charter of the DF Executive Committee
